Implementation is key!

I got the chance to interview Thomas Hammarberg, Commissioner of Human Rights for the Council of Europe.  In his plenary speech, Mr. Hammarberg said that many governments fail to implement the convention to the fullest.  So I asked him why this is the case.  He said that it's because many governments do not take the convention seriously.  They give "lip service" by calling it "charity."  We must work to force child rights on the top of government agendas.
